Possible Resolution:

In this particular case, somehow a Caption value called "MAS Intelligence" already existed in the tsmPrimaryMenuItem table, which was preventing the client to be launched.
Executed the statement below to rename the existing "MAS Intelligence" caption, then proceeded to uninstall and reinstall the Sage MAS Intelligence Server and Client components and the MAS 500 client was able to launch.
