Steps to Duplicate:

In ABC company:

1. Open Report Viewer
2. Highlight the Financial Reports Designer 2-0(MAS) and click Run button
3. In the Enter Report Parameters window, enter the following and click OK
4. Fiscal Year: 2010
5. Budget Code: ORIGINAL
6. When the Financials Report Designer lauches, click on the BI Tools ribbon
7. Click on the Launch button
8. Click Load Layout button
9. Note that the Edit, Copy and Delete buttons are available

Expected Behavior:

Reports and Tasks in Report Viewer should be read only.
