This error will occur if certain Microsoft FRx DLL files fail to register after installing the Microsoft FRx Service Pack 9.

Resolution:

Browse out to the Microsoft FRx Program Files directory and double-click the file named FrxReg67.cmd. The Microsoft FRx Designer will open without error.
