How to chain reports to show the current period on all in FRx

Possible Resolution:
All column layouts need BASE in the fiscal periods and fiscal years, instead of specific period numbers and years. 

NOTE:  If one report catalog default base period is changed, it does not change all report catalogs.  Each report catalog is report specific.
