"No Financial Rows to Display", when generating a report.

Steps to Duplicate:

1. Create a simple row format using question marks on one line. (Example:  ????)
2. Create a simple column layout. (For example use column types: ACCT, DESC, GL CUR, and GL YTD)
3. Create a catalog using the new row format and column layout.
4. Accept the Detail Level and Provisional field defaults, which are Financial Report and Use Posted Balances Only respectively.
5. Generate the report.

Possible Resolution: 

1. Open the Catalog.
2. Select the Report Options Tab and then the Formatting Tab.
3. Uncheck ‘Display Blanks for Zero Amounts’
4. Check off ‘Display Rows With No Amounts’
5. Check off ‘Display Reports With No Active Rows’
6. Save the changes to the catalog.
7. Generate the report.
