<Building block> is in use by <User> message no longer displays when another user is in a particular building block in FRx.

Steps to Duplicate:

In FW Company

1. Have two users log into FRx
2. User # 1 select File / Open / Row
3. Highlight Allocation_JE and click 'Open' button
4. Edit the Description in Row 100
5. User # 2 select File / Open / Row
6. Highlight Allocation_JE and click 'Open' button
7. Note the <Building block> is in use by <User> message does not display and User # 2 is allowed into the building block that is being edited.

Expected Behavior:

<Building block> is in use by <User> should display for user 2 that is accessing that same building block.

Possible Workaround:

Roll back to Service Pack 9 of FRx.
