"Password field cannot be blank" when creating a user with 'Require User Login' option enabled in FRx

Possible Resolution:

The FRx User Information screen has changed on FRx 6.7 with SP7 and beyond.  The admin user must enter a password when creating new users  if security is enabled with 'Require User Login' option enabled.

With FRx 6.7 using prior service packs and same security settings,  FRx allowed users to be created with a blank password.
