Possible Resolution:

Delete the .lck files in the FRx SysData folder.

1. Have all users exit FRx.
2. In Windows Explorer, go to ..\FRx\SysData.
3. Make a backup copy of ..\FRx\SysData.
4. Delete all files in ..\Frx\SysData that have the .lck extension.
5. Start FRx.
