Subject:

Cannot move a child unit below the parent unit in the FRx reporting tree.

Steps to Duplicate:

1. In FRx, open File / New / Tree.
2. Create a tree as follows:

   B Company	C Description
   @ANY	Parent
   @ANY	Child A
   @ANY	Child B
   @ANY	Child C

3. Click 'Save'. Enter a name and description, and click 'OK'.

4. Select 'Child C' and drag it under the 'Parent' position.

5. Note that 'Child C' cannot be placed in position higher than 'Child A'.

Expected Behavior:

FRx should allow a child unit to be positioned under the parent on the tree.

Possible Workaround:

1. Insert a new unit between 'Parent' and 'Child A'.
2. Drag 'Child C' below the new unit.
3. Delete the new unit.
